Reshaping Attention and Inclusion Strategies for Distinctively vulnerable people among the forcibly displaced

Forced displacement crises overcome societies and institutions all over the world. Pushed by the urgencies rather than events, solutions are frequently reactive, partial, and disregard some groups. The project ‘Reshaping Attention and Inclusion Strategies for Distinctively vulnerable people among the forcibly displaced’ (RAISD) aims at identifying highly Vulnerable Groups (VG) among these forcibly displaced people, analysing their specific needs, and finding suitable practices to address them. The concept of ‘vulnerability context’ considers the interplay between the features of these persons and their hosting communities, their interactions and experiences, and how different solutions for attention and inclusion affect them. As a result of this work, a methodology to carry out these studies will be developed. They pursue characterizing these migrations and developing suitable aid strategies for them.

The Responsible Research and Innovation (RRI) frames the project. It proposes that all actors (including civil society) co-design actions, transversely integrates the gender perspective, and supports sustainability. Our research strategy will be based on methodological triangulation (i.e. the combined application of several methodologies). We will implement it through a specific participatory action research approach to fulfil the aim of undertaking advocacy-focused research, grounded in human rights and socio-ecological models. The team will work as a network of units in countries along migration routes. The units will promote the VG people’ involvement, so they can speak with their own voices, gather information, and test practices. Work will rely on a tight integration of Social and Computer Sciences research. Automated learning and data mining will help to provide evidence-based recommendations, reducing a priori biases. A software tool will support collaboration, continuing previous H2020- funded RRI work.

Società e istituzioni di tutto il mondo riscontrano difficoltà nella gestione delle vittime dello sfollamento forzato. Spinti dalle emergenze piuttosto che dagli eventi, le soluzioni sono spesso di reazione, parziali e negligenti rispetto ad alcuni gruppi. Il progetto “Reshaping Attention and Inclusion Strategies for Distinctively vulnerable people among the forcibly displaced / Ridimensionare le strategie di attenzione e inclusione per le persone distintamente vulnerabili tra gli sfollati forzati” (RAISD) mira a identificare gruppi altamente vulnerabili (VG) tra questi sfollati, analizzandone i bisogni specifici e individuando delle adeguate pratiche di supporto. Il concetto di “contesto di vulnerabilità” considera l’influenza reciproca tra le caratteristiche individuali di queste persone e le rispettive comunità di accoglienza, le loro interazioni ed esperienze e come le diverse soluzioni per l’attenzione e l’inclusione li condizionano. Come risultato di questo impegno verrà sviluppata una metodologia per attuare tale tipo di analisi, adempiendo alla caratterizzazione di queste migrazioni e allo sviluppo di strategie di supporto adeguate a loro.

L’ambito del progetto si inserisce all’interno dell’approccio Responsible Research and Innovation (RRI). Si propone che tutti gli attori coinvolti (compresa la società civile) co-progettino azioni, integrino trasversalmente la prospettiva di genere e assistano la sostenibilità. La nostra strategia di ricerca si basa sulla triangolazione metodologica (cioè l’applicazione combinata di diverse metodologie). L’attuazione avviene attraverso uno specifico approccio di ricerca di azioni-partecipata al fine di raggiungere l’obiettivo di intraprendere un’indagine incentrata sulla difesa, basata sui diritti umani e su modelli socio-ecologici. Il consorzio agirà da rete di unità nei territori lungo le rotte migratorie. Le Unità mirano al coinvolgimento delle persone sfollate, in modo che questi possano esprimere le proprie opinioni, raccogliere informazioni e testare le pratiche proposte. I risultati dipendono da una stretta integrazione degli ambiti di ricerca delle Scienze Sociali ed Informatiche. L’apprendimento automatico e il data-mining aiuteranno a fornire raccomandazioni basate sull’evidenza, riducendo i pregiudizi a priori. Uno strumento software permetterà la collaborazione, dando seguito al lavoro pregresso in ambito RRI finanziato dal programma H2020.

Los desplazamientos forzosos de personas afectan y suponen un reto para las sociedades actuales e instituciones de todo el mundo. Motivados por la urgencia en lugar de los eventos, las soluciones son con frecuencia reactivas, parciales y no tienen en cuenta a algunos de los grupos, especialmente los más vulnerables. El proyecto ‘Reshaping Attention and Inclusion Strategies for Distinctively vulnerable people among the forcibly displaced’ RAISD (‘Mejora de las estrategias de atención e inclusión para personas especialmente vulnerables entre los desplazados forzados’) tiene como objetivo identificar los Grupos Altamente Vulnerables entre las personas desplazadas, analizar sus necesidades específicas y descubrir prácticas innovadoras y adecuadas para abordarlas. El concepto de ‘contexto de vulnerabilidad’ se entiende a partir de la conexión entre las características de las personas desplazadas y sus comunidades de acogida, sus interacciones y experiencias, considerando también cómo son afectados por las diferentes soluciones para su atención e inclusión. Como resultado de este trabajo, se desarrollará una metodología para descubrir e implementar estrategias de atención e inclusión adaptadas a estos grupos especialmente vulnerables.

La Investigación e Innovación Responsables (RRI) enmarca el proyecto. Esta disciplina propone que todos los actores (incluida la sociedad civil) co-diseñen acciones, integra transversalmente la perspectiva de género y apoya la sostenibilidad. Nuestra estrategia de investigación se basará en la triangulación metodológica (es decir, la aplicación combinada de diversas metodologías). Implementaremos el estudio mediante un enfoque basado en una investigación-acción participativa que empodera a los colectivos estudiados, basado en los derechos humanos y los modelos socio ecológicos. El equipo está formado por unidades de trabajo en los países a lo largo de las rutas de migración. La red promoverá la participación de las personas vulnerables entre los desplazados forzados, para que puedan utilizar sus propias voces, recopilar información y evaluar prácticas. El trabajo dependerá de una estrecha integración de técnicas de investigación en Ciencias Sociales e Informática. El aprendizaje automatizado y el datamining ayudarán a proporcionar resultados y recomendaciones basadas en la evidencia, reduciendo los sesgos que puedan existir a priori. Una herramienta de software apoyará la colaboración, continuando con estudios anteriores de RRI financiados por H2020.

Konfliktien ja sietämättömien elinolojen aiheuttama muuttoliike koskettaa yhteiskuntia kaikkialla maailmassa. Pakolaisuuden kysymyksiä on ratkottu pääasiassa reaktiivisesti, osittaisesti ja monet ryhmät sivuuttaen. Tutkimus- ja kehittämishankkeessa “Turvaa hakevat ihmiset ja haavoittuvuus Lähi-idässä ja Euroopassa” (RAISD) tunnistetaan haavoittuvuutta tuottavia tekijöitä, analysoidaan haavoittuvuuksista syntyviä tarpeita ja etsitään tarkoituksenmukaisia keinoja niihin vastaamiksesi. Hankkeessa sovelletaan “haavoittuvuuden kontekstin” käsitettä, joka tarkoittaa turvaa hakevien yksilöiden ja vastaanottavien yhteisöjen välisen suhteen tarkastelemista haavoittuvuuksien muodostumisessa. Hankkeen aikana kehitetään tutkimusmetodologia, jonka avulla on mahdollista tuottaa aiempaa tarkempaa tietoa haavoittuvuudesta myös tulevissa tutkimuksissa.

Vastuullisen tutkimus- ja innovaatiotoiminnan periaatteet (RRI) ovat keskeinen osa hanketta. Vastuullisuuteen kuuluu kehittämistoimien suunnittelu yhdessä erilaisten sidosryhmien kanssa erityisesti sukupuoleen ja kestävään kehitykseen liittyvät kysymykset huomioiden. Tutkimus perustuu metodologiseen triangulaatioon (aineistoja analysoidaan erilaisin tutkimusmenetelmin), mikä tarkoittaa ihmisoikeuksiin ja sosioekologiseen ajatteluun pohjautuvaa toimintatutkimusta erilaisissa haavoittuvuuden konteksteissa. Hankkeessa muodostetaan pakolaisuuden reittien varrella toimivien kansallisten tutkimusyksiköiden verkosto. Paikalliset tutkimusyksiköt edistävät pakolaisten osallistumista tutkimus- ja kehittämistyöhön. Lisäksi hankkeessa yhdistetään sosiaalitieteiden ja tietojenkäsittelytieteen menetelmiä. Koneoppiminen ja aineiston louhinta mahdollistavat täsmällisten ja tietoon perustuvien suositusten antamisen.

A RAISD (Reshaping Attention and Inclusion Strategies for Distinctively vulnerable people among the forcibly displaced) projekt célja, hogy a hazájukat elhagyni kényszerülők körében azonosítsuk a különösen sérülékeny csoportokat, megvizsgáljuk speciális szükségleteiket, valamint megfelelő módszereket, gyakorlatokat találjunk a velük való munkához.

A kényszerűségből történő lakhelyelhagyások okozta válság a világ minden társadalmát és intézményét kihívások elé állítja. A sürgős beavatkozást igénylő helyzetekben születő megoldások gyakran csupán az aktuális eseményre reagálnak, részlegesek, és egyes csoportok igényeit figyelmen kívül is hagyják.

A projekt (Reshaping Attention and Inclusion Strategies for Distinctively vulnerable people among the forcibly displaced) célja, hogy a hazájukat elhagyni kényszerülők körében azonosítsuk a különösen sérülékeny csoportokat, megvizsgáljuk speciális szükségleteiket, valamint megfelelő módszereket, gyakorlatokat találjunk a velük való munkához.

A sérülékenység kontextusának értelmezésekor az érintettek és a befogadó közösségek kapcsolatát, interakcióit, egymással kapcsolatos tapasztalatait is vizsgáljuk, valamint figyelembe vesszük azt is, hogy miként hatnak minderre a társadalmi befogadás és odafigyelés gyakorlatai. Előzetes felmérés alapján olyan módszertant dolgozunk ki a projekt során, amivel ezt hatékonyan tudjuk elemezni és megfelelő támogatást tudunk biztosítani a sérülékeny embereknek.

Felelős kutatás és innováció (Responsible Research and Innovation – RRI) szemléletével végezzük a munkát, amely szerint ajánlott, hogy minden résztvevő aktívan bekapcsolódjon a tevékenységek megtervezésébe, odafigyelve a nemek közötti egyensúly megtartására, valamint a környezeti fenntarthatóság támogatására. A kutatás során kombinált módszerekkel dolgozunk, módszertani triangulációt alkalmazva. A részvételi akciókutatással célunk emberi jogokon és társadalmi ökológiai alapokon nyugvó, érdekképviseleti fókuszú kutatómunkát végeznünk. A projektet megvalósító partnerek a főbb migrációs útvonalak mentén hálózatot alakítanak ki, az információgyűjtéssel, különböző gyakorlatok vizsgálatával, és a saját hangjuk hallatásának lehetőségével felhívják a figyelmet az adott országokban élő, hazájukat elhagyni kényszerülő sérülékeny emberek helyzetére.

A kutatásban a társadalomtudományok és informatikai tudományok egyaránt megjelennek. Az automatizált tanulás és adatgyűjtés segíti a tényeken alapuló ajánlások megtételét és csökkenti a lehetséges torzításokat. A partnerek közötti együttműködést és az RRI szemlélettel végzett korábbi H2020 projektek folytonosságát egy szoftver támogatja.

Zorla yerinden olmanın söz konusu olduğu krizler dünyadaki kurumların ve toplumların yaşayabileceği bir durum. Sıradan olayların yerine acil durumlarda  çözümler çoğunlukla reaktif, kısmi ve bazı grupları dikkate almayan şekilde yer almaktadır. “Zorla yerinden edilenler arasında belirgin bir şekilde kırılgan insanlar için Dikkat ve Dahil Etme Stratejilerini Yeniden Şekillendirme” projesi (RAISD), zorla yerinden edilmiş kişiler arasında Yüksek Hassas Grupları (VG) tanımlamayı, özel ihtiyaçlarını analiz etmeyi ve bunları ele almak için uygun uygulamaları bulmayı amaçlamaktadır. “Kırılganlık bağlamı” kavramı, bu kişilerin özellikleri ile ev sahibi toplulukları arasındaki etkileşimi, etkileşimlerini ve deneyimlerini, dikkat ve katılım için farklı çözümlerin onları nasıl etkilediğini dikkate almaktadır. Bu çalışmanın sonucu olarak, bu çalışmaları yürütmek için bir metodoloji geliştirilecektir. Bu göçleri karakterize etmeye çalışıyor ve onlar için uygun yardım stratejileri geliştiriyorlar.

Sorumlu Araştırma ve Yenilikçilik (RRI) projeyi çerçevelemektedir. Tüm aktörlerin (sivil toplum dahil) eylemleri birlikte tasarladığını, toplumsal cinsiyet perspektifini bağıntılı şekilde birleştirdiğini ve sürdürülebilirliği desteklediğini öne sürmektedir. Araştırma stratejimiz metodolojik kesişim (yani birkaç metodolojinin birleşik uygulaması) temeline dayanacaktır. İnsan hakları ve sosyo-ekolojik modellere dayanan, savunuculuk odaklı bir araştırma yürütme amacını yerine getirmek için spesifik bir katılımcı eylem araştırması yaklaşımı ile uygulanacaktır. Ekip, göç yolları boyunca olan ülkelerde birimler ağı olarak çalışacaktır. Birimler kırılgan nüfus (VG) halkının katılımını teşvik edecek, böylece kendi sesleriyle konuşabilecek, bilgi toplayabilecek ve uygulamaları deneyebilecekler. Çalışmalar, Sosyal ve Bilgisayar Bilimleri araştırmalarının sıkı bir entegrasyonuna dayanacaktır. Otomatik öğrenme ve veri madenciliği, kanıta dayalı öneriler sağlayarak öncül önyargıları azaltacaktır. Bir yazılım aracı, önceki H2020 tarafından finanse edilen RRI çalışmalarını sürdürerek işbirliğini de destekleyecektir.

Specific Challenge

Tens of millions of people live in forced displacement, many of them in protracted refugee and displacement situations for long periods of time and even generations. This is often accepted, albeit reluctantly, as a semi-permanent state of affairs given that return as a solution to forced displacement rarely takes place. The situation affects life trajectories of displaced people and poses multiple challenges for social, economic, urban and environmental services and for local investments and labour markets.

Proposals should investigate the medium and long-term socioeconomic dimensions of mass displacement when forcibly displaced persons concentrate in camps and hosting areas or settle in unprotected and underprepared urban settings. They should also consider the socio-psychological dimensions of forced displacement and gender-related issues. Through comparative research inside and outside Europe on reception and settlement strategies and their impact on livelihoods, proposals should assess medium and long-term trends and impacts and analyse opportunities and challenges for displaced people and for hosting communities as well as the potential for and resistance to the integration of displaced persons. They should also assess existing and historical practices and develop solutions to ease the pressure on hosting communities. The interface between responses to refugee emergencies, local integration and development should be explored, including testing of innovative practices to foster dialogue and build trust and resilience among refugees and host communities alike.

Scope

Expected Impact

The action will identify solutions for protracted displacement situations, also in the framework of the EU Partnership Agreements and of the United Nations and the EU migration and refugee compacts. By mapping the dynamics of interactions between the displaced and the host community and bringing it to the attention of policymakers, it will enhance policy responses to integration needs.

Call information

The aim of the call is to produce evidence-based recommendations for the global and European governance of migration of third country nationals as well as innovative (including ICT) solutions for the successful integration of migrants into European host societies.

The call will contribute to promoting sustainable development, demonstrating a strong commitment to supporting the UN’s Sustainable Development Goals (SDGs), and contribute to strengthening international cooperation, as well as a better understanding and awareness of the role of international development and regional policies.

It will foster improved responses for the international protection of refugees, the management of forced displacement, and the promotion of more fact-based and accurate discourses and adapted strategies for addressing concerns in host communities. The call will also provide evidence based knowledge on the effects of migration on social systems, the access to and impact on labour markets and the cultural integration of third country nationals, in particular in urban settings. Solutions will be developed to enhance access to factual information on migration and the regulation of migration of third country nationals, also by involving migrants and their individual experiences in the shaping of narratives, including the gender dimension, and by promoting international cooperation where relevant.
